Papers, Please made me realize gameplay mechanics themselves could be political art. The deliberately tedious stamp-checking that slowly crushes your soul, forcing moral compromises for family survival - it uses frustration as artistic commentary on bureaucracy and authoritarianism in a way only interactive media could achieve.
