You can't feel third degree burns because the nerve endings have been burned off, and third degree burns can happen surprisingly quick. Whereas drowning you have to realize that you're going to die a slow death from a form of suffocation.

Burning is far more painful though and it's not like you're going to get incinerated immediately. You'll have to feel that pain for at least a minute.
