You have some artists who are really popular and can make a lot from their merch, and others who tend to sell their merch slow or even not at all meaning they do not make a profit. Yes, it is about the fan base. If they are huge and ready to buy the items, it will make it easy for the musician to make those sales. It is as simple as that.
