If you're interested in smaller-scale but more focused roleplay, I'd suggest GTA V RP servers using the FiveM mod (like NoPixel or Eclipse). These servers have developed incredible depth with player-run businesses, legal systems, police forces, and criminal organizations. The roleplay tends to be more serious and committed than traditional MMORPGs since the entire server is dedicated to RP rather than having an RP community alongside PvE/PvP players. Just be prepared for application processes for the more established servers.
