Their likelihood of interesting dialogue? Whether they will agree with your decisions? Simply how long it’s been since they were in rotation? Tactical reasons? Yes, tactical reasons is the best to convince you to bring in any of the quest base on skill level of the followers, because it will be pivotal in your adventure.
