I would definitely add some NPC's and make the camp zones bigger, and also allow for private servers and mods.

Around here it's illegal but it depends on the store. I wouldn't recommend it though, usually systems are thrown away for a good reason, either being broken or malfunctioning so the chance of finding something actually worth keeping is low.

A good way to avoid copyright is commissioning artists to do something for you. I'm definitely open for that. But if you want free options I would recommend checking out public domain songs.
