Games that do best with random NPC encounters

What games do the best job making for interesting encounters with random NPCs as you are out exploring the world?

I just started RDR 2, and so far the random encounters seem more varied and organic than those in other open world games I have played.

Witcher 3 was always the game that stood out for me with it's world and NPCs. It felt like stories were happening all around you with the amount of weird encounters you would come across. like all the NPCs were just out living their lives. Not nearly as impressive or complicated but Shenmue also had a similar feel.

Black Desert Online has a unique knowledge system related to npc relations. Its quite complex, I still dont know how it works exactly. Might be worth looking into.

GTA and RDR series are pretty good when it comes to random NPC encounters. I'd also include Skyrim, The Yakuza Series, Sleeping Dogs, and more. I like when games allow you to speak and interact with just about every character in a game. It makes the world feel that more real. And it gives NPCs something to do and be a part of.

RDR 2 is my definite pick and I'd also say by extension GTA V - both games made by Rockstar have some of the most random encounters in-game. Sometimes you're there minding your own business in RDR 2 and out of the nearby forest comes a grizzly bear charging at you.

Witcher 3 does this well, and so does RDR2/GTA V, or even Skyrim if you roam the map and run into random encounters with NPCs.

RDR 2 has a good mix of NPC's that aren't just looking like static dummies just as we find them in FIFA or most soccer games, assassin's Creed and GTA has some good represention of random NPC'S as well.

RDR 2 excels with its dynamic NPC interactions! "The Witcher 3" and "Breath of the Wild" also offer engaging, memorable encounters.
